If you cannot get any successful trace from the post office, then you may have to offer this buyer a refund. It is likely rare that you will ever have to do it again, but I think at times as a vendor, you are going to have to take the occasional loss to ensure that your business is offering satisfaction to customers. In the event you still get a negative feedback despite the offer of a refund, then simply respond to the feedback with your explanation of the steps you undertook to seek resolution.

I hope you didn't already leave feedback for this buyer. If you do that they know they can do whatever they want to you. Paying for an item is not the end of the buyers side of the transaction, it also includes how they act after they have paid. This is why you need to wait to leave feedback until they have received the item and are happy with it. If they paid via paypal and you have delivery confermation they should not be able to win a chargback dispute. There is not much you can do about them leaving negative feedback. I don't let buyers like this push me around but if it was a small value item and you feel your feedback is more important then you have to decide which is worth more, your perfect feedback rating or the price of the item.

If you hold your ground, the person is most likely going to give you negative feedback. If you refund the money, you still is not sure if the buyer will leave you a positive -- he may still give you neutral feedback.
I can understand the need to preserve a perfect feedback. But you have done your part. The mail was lost in transit. You are not to blame. The only thing you can do is if the person gives you a negative feedback, put an explanation that item was sent and delivery confirmation showed buyer received item

Doesn't eBay have a dispute resolution center? You always get to respond to feedback. You can just explain the situation. Unfortunately, you can't really keep him from filing bad feedback. Send him a copy of the confirmation. If he feels it was stolen, he will need to contact the police.

confirmation or not.. let the post office know that the delivery is being disputed and have them run a comprehensive trace on the package.... you may be able to get some restitution via the postal insurance - even if it's the minimum allowable.

He's a liar. If you have delivery confirmation, send him a copy. don't worry about your perfect feedback record, he is probably used to it. don't leave him a feedback. Forget him.

you met your part of agreement...
Inform ebay of this and let "buyer" prove otherwise.
thats why proof of mailing or delivery is important to seller.
seller should always require insurance be purchased.
1.20 for 100.00 or so.. cheap..
let buyer beware..when ins is not purchased.
I don't buy from anyone that does not offer insurance.
I sell only with insurance added to handling ect....
I don't have a problem....
I send mine insured so they must sign..they pay for insurance.
don't care if only 20.00 dollars...insurance added to mailing and shipment.
