The people who can't afford a computer and rely on public computers like the library can't print coupons. And, these people are the ones who would benefit the most from the coupons.

I don't think they are fraudulent. Some stores just wont accept them. As long as they have a bar code on the bottom, they are good. I have two grocery stores in my area. One store will accept them and the other store wont.
