Most significantly, they both turned to the customs, culture and society of Europe for inspiration in an effort to modernize (Westernize) and unify Russia. Peter in particular created sweeping changes which distanced Russia from the past (changing the calendar, outlawing the wearing of beards, demanding European dress) that set the stage for the self-proclaimed "enlightened" reign of Catherine. She, in turn, was greatly influenced by the culture, architecture and literature of France and Northern Europe and was, for instance, a great admirer and correspondent to Voltaire.

Both Peter and Catherine were intent on creating great armies (Catherine in particular wanted naval strength). In the end, however, they both were tyrants who reinforced the serfdom of the majority of Russian people........and we know how that system eventually ended.
