The sentence means you have committed a parking infraction of some kind, as a result of which you are apt to have your car taken by a tow-truck to an impound lot, basically "automobile jail" where you will have to pay a sum of money in order to be allowed to retrieve your car.

* liable(p): (often followed by `to') likely to be affected with; "liable to diabetes"
* held legally responsible; "men between the ages of 18 and 35 were liable for military service"

Your car is likely to be hitched up to a tow truck and taken to the pound (eg for parking illegally).

Tow away zone.

It implies that if you are towed, you have to pay for it.
