im 12 so heres what i think are great ideas.
have food shaped like scary things or make some snacks using combinations.
have everyone wear a costume and vote for the person who has the best.
have really scary decorations
have some games set up like bobbing apples or make some squashy balls shaped like brains hearts and other parts of the body

A fortune-telling game! Have your 12-year-old get a book from the library on palmistry or fortune-telling with playing cards, and emphasize that the fortunes are JUST for fun. The kid can be the psychic -- or if you are afraid it will get a little out of hand, do it yourself or ask another parent to take over psychic duties (-:.
Another one is to turn the lights way down low, and have each kid tell "my scariest experience." If they don't want to share the experience, they have to tell a Halloween joke or song (or dance the Monster Mash) as a penalty.
Charades is also good -- make it Halloween themed.
Oh, and this is a great game, although it may seem kind of corny. Fold papers into thirds, and provide everyone with pencils. On the first third, kids draw just a head. Make sure a few lines go over the fold, so the next kid has some clue what to draw. They fold it under, then pass it to the kid on the right. That kid draws just the body (no fair peeking onto the head). Pass it to the right. That kid draws just the legs and feet. Pass it over, and have each kid open the drawing and show everyone the crazy monsters that result. I've done this with adults and kids mixed, and it's really fun!

- putting donuts on a string and hanging them outside and having a donut eating contest - we did that one yr when i was a kid! it was great....and the bobbing for apples is always a winner...do that last just in case kids have makeup on their face...
