61 %(w/w) means there is 61 parts of ethyl alcohol per 100 parts of the solution weight by weight. That means, if the initial solution weighs 100g, then there is 61g of ethyl alcohol for sure. It does NOT necessarily mean that 61% is ethyl alcohol and 39% is water, since the solution could contain other solvents.

Other notations here that could be to your interest is w/v (weight by volume), v/v (volume by volume)

w/w means by weight
This means if you have 100 grams of this stuff,
it contains 61 grams of ethyl alcohol,
and 39 grams of water

% w/w is "percent [weight] by weight" as opposed to % w/v which is "percent weight by volume" or % v/v "percent [volume] by volume".

61 grams of ethyl alcohol in 100 grams total (i.e. added to 39 grams of water) would be 61% w/w ethyl alcohol.

For water 1 g of water = 1 milliliter (ml) of water.

it means 61% is ethanol and the remaining 39% is water.

"w/w" means "with water".

w/w means weight for weight. That is the method that they stipulate the % of ethanol to water.
