My mom just resently got married to this really nice guy. the only problem is, I can't STAND his son. He's 23, a lazy as anything and doesn't pay for anything. he's like a big baby. And he's always saying crap about my mom. I'm 14 and I want to know what I can do to him without getting in trouble or caught. just little things to make his life less easy.

I understand your situation as i have been there myself..
He sounds far less grown up than you are and maybe its because he doesnt like your mum as much as you like his Dad.
Its always hard when 2 families merge, some times things sort themselves out... sometimes they dont....
Anything you do will come back to haunt you some day. Any tension there is between you and Mr 23 lazy will effect your mum and new step Dad..
If you have a cool relationship with your step Dad try talking to him about how it all makes you feel. If you cant do that then...
Look at what a waster you think he is and be a better person yourself.

drop a stack of papers near his room, like a crap load, so that when he has to pick them up he gets a bunch of paper cuts then when he's around you act like you're obssesed with salt and start pouring all over the place so it gets on[in] his hands then spill lemon juice on him. yep it burns lol. well if you don't really want to inflict pain on him though I suggest just doing little annouying things every once in a while or accidently do dumb "clumsy" things near him so that you can annouy the crap out of him or even just casually ask him why hes a jerk that works sometimes

Get his password and start sending love letters to every "less than desirable" babe you can think of. Spice 'em up, with lots of details about what he wants to do with/to them. Then pick a couple of tough guys and send them a couple of flames. Reference what sissy boys they are, and how they wouldn't have the guts to do thing one about any of this.
Buy some popcorn, a six pack of coke, and enjoy the show!

Transfer him to Mexico, or Norway if you want him farther. I'm pretty sure you do. So make him move to Norway. Unless if you live there, move him to Mexico. Whatever you do, don't make him live in America!!!!!!
