Log onto your router (192.168.0.1 or 192.168.0.0 depending on your brand, it could be different if it was changed once installed)
All routers have a log feature or an administrator tool to see who is on your network. The latter only lets you see those that are currently on your LAN through your router, while the log keeps a records of connections and their times. Where these features are depends on the brand and model of your router.

Just to clarify the question - do you allow your neighbor to use your Wi-Fi? Do you mean "Scamming" or simply using or Camping-on - in which case turn on encryption and don't tell your neighbor the key?
If you mean using your IP address as a receipt point for information related to scams - then if you suspect anything call the police and let them snoop on the traffic and possibly catch them in the act!

Rather than trying to find out you would be better to secure your connection as if he can use your connection then he probably can connect to your pc and do a bit of snooping.
