if you have a good tune up and a strong battery, it should start, block heaters help with low temperature no starts ,a lot of the time the fuel refuses to vapourize or will not move if it has absorbed moisture ( keep your tank above 1/2 in winter ) try some gas line antifreeze, tune it up and plug it in , good luck

could be an electrical problem - most likley your battery... start from there.
