Sometimes it's costs more than it's worth. Depending on what it's used for, a dollar could cost a childhood for a slave laborer, a life for a shopkeeper who is robbed. Then again, it sometimes comes easy and doesn't cost anything but gives joy to the person who spends it or gives it away.
Paper, printing, shipment well, it costs more than it's worth. Electronic money is free, but there are fees attached.
