Notaries can preform marriages in many states AND there are states where you can actually perform the ceremony yourselves - no officiant needed at all (I think Colorado is one and maybe Pennsylvania) so it is entriely possible that if they had a marriage license with them and ran into a notary, vows or not, that they could be married, even in a Bi-Lo parking lot.

I do know you don't have to do vows, but you also have to have a marriage license. You can't just run into a guy and have it done. Check with your local courthouse to find out if that information is available. I am in SC and notaries can marry people, but not a regular notary. You have to have another special license for that.

A notary can't marry people anywhere as far as I know. They are not officers of a court, such as a Judge. You can check the public records on the web for the state they said they got married in or go to the County Clerk's office. It's a matter of public record and open to the public.

Well, I'm not sure why you are so concerned with it, but based on the information you gave us, I don't think they are "really married." I don't think a notary has the power to cement legal agreements like marriage and furthermore, a lot of states require blood tests and a waiting period before a marriage license is issued. Also, most states require witnesses to the marriage. It sounds like they are messing with you. If you want to verify it for yourself, you can check the public records in your county.

Vows have nothing to do with a legal marriage, they are just a convention or custom. Legally it's that bit of signed paper that counts and there must be witnesses to the signatures and then it has to be registered.

No, in most cases and states , a notary or proclamation of marriage presented to the justice of the peace (county judge) is all you need to be legally married, I wouldn't waste the time nor effort to investigate.

Doesn't matter if they had a Notary sign the papers or not...unless it has a judges signature, or another person duly authorized, and licensed, by the state...then it doesn't matter.
