CPU (Central Processing Unit) the "heart" of your computer is using all of its available capacity. There are instances when this is good, but in reality should never last for more than a few seconds.
If you find it happening for long periods of time, often associated with high disc (hard drive) activity it's generally bad news. Not that there is a problem with your computer hardware, some applications and operating systems (often from Microsoft) are notoriously bad at managing the computer hardware. The only recourse is to reboot your computer.
If your interested, and have a mind for such technicalities, do a Google search for terms such as "memory leaks" and "virtual memory"
As an afterthought, if you are using Windows so your operating system, make sure your virus protection software is up to date and run a scan of your hard drive.

It's not the PC memory. The CPU is the processor which basically tells the computer what to do and processes all the information in it. The CPU usage is how much of it's resources are being used by the programs which are running on your computer. Generally, the more programs you run at a time, the higher the CPU usage will be but there are some programs which will use more of the CPU than others. Hope I helped :)

CPU - stands for central processing unit, it is the chip inside your pc that runs everything. The usage is how much of its processing power is currently being used to run the programs on your machine. So 100% usage means that the CPU is running at maximum capacity.

CPU usage is the amount of your processor's resources in use at the time. 100% means that more or less all of it is being used.
