From what I know, just because he moved out of state while the divorce was in process doesn't void the petition. File a notice of default in the state where the petition was filed.

the state that handed out the decree handles it now. The state cannot void a divorce decree but can step in if ex took children out of state without your express written permission.

First what a jerk. If he is in default the state in which the decree was issued is the one that has to file for his arrest.
