if you hold a licence and the bike is road worthy

If you have a full licence you can ride anyway as long as the bikes Tax & Insured if it's just a pro, the yes to A roads but not more than 30mph

Yes, you can. Remember a lot of those motorscooters that people are riding now like your Vespa's and your Honda's have 125cc engines. You need a drivers license(motorcycle drivers license), insurance, and motorcyle plates and a sticker. I am not sure what state you live or country but a helmet might be required also. I live in Illinois and they are one of the few states that doesn't require you to wear a helmet. But, then again Illinois has the best organ doner program in the country and not having a helmet law is why. Moral of the story.. wear a helmet regardless of the law..
