Check with local colleges and universities about life-drawing classes. If you can't take the full class maybe you can set up to audit the class. That way you can be in the class but not get graded and it doesn't cost as much.
See if you can find a local artist that does nudes and see if you can hire someone to sit for you.

Is there a library near you? They might have something up on their signboard that you could check.
Or a local college might be able to help - but I expect that they only do courses in life drawing.

have you tried the local adult colleges .... I take an art class and we have had a life model for the last 2 years .

this might sound daft but why not self portrait in a mirror.as long as you dont do ya own face whos to know.
i know its not the best solution but practice is practice.
