Certainly, just put them in the same workgroup, enable file sharing, and define your network shares (shared folders).

Yes, but the Windows ME computer might not be able to access the XP machine because the XP machine probably has the NTFS file system and ME has FAT32. XP will be able to access the ME machine though.

Yes. Configure your computers with the same workgroup
Start>Control Panel>System>Computer Name tab> Change... >Member of workgroup: ABC.

Make sure the win ME also member of workgroup ABC.

yes you can you have to enable the netboui protocol in ME
and the netbios in xp you can right click my network places in xp
click properties then right click local area connection properties
install protocol, add NWLink ispxsp netbois, click ok then close then restart
