My personal preference/advice: Dude :P call Dell and have them design a system specifically for you.
Speaking from recent personal experience, you won't regret it.

Choose computer from any brand but with high configration. check for ur modem or wifi speed, that is most important for downloading stuff from internet.

Your processor speed does affect your Internet download speed. I assemble my own and if you ask my preference then it would be 3.06 GHz processor, 1 GB RAM and 160 GB satta hard disk, rest all is OK with me.

The actual computer speed does not affect your download speed...that is all in your Internet connection through your ISP. If you want fast, use broadband (cable, dsl, etc.).

Any computer that you can buy new will do all of that. Those are some of the most unintensive things you can do, your internet speed is more important.
