Why do new tires always have those small spike things on them? and why do gas caps have handles? My friends want to know they are lube techs

Gas caps have handles so you can tighten them to stop leakage and thus keep your emission system happy.
The ruuber spikes are simply part of the manufacturing process. They serve no useful purpose that I am aware of.

why do gas caps have handles? you mean straps to keep from losing them or the parts to turn with.
