No. Nether has exclusivity of a cartel. The fact that the IMF is lending to a certain national government does not preclude other lenders from lending to that government. The fact that the World Bank is funding a certain project does not preclude other lenders from funding that same project or a similar project in the same country... In fact, quite a few of things that IMF and the World Bank fund are shunned by private investors as too risky...
