your best option would be to wear a suit, but if you have a nice pair of paints and a nice shirt you could wear that it basically means dress up nicely and neatly.

Formal wear means a tuxedo or maybe a really nice suit, semi-formal would just be a suit..."something else" would probably work for dress-casual or casual, but not for formal.

well it usually means a suit but u can also wear a dress shirt, pair of formal black pants and a tie.

I would say wear a suit if it says formal. Does it specify what type of formal - black tie, white tie? Black tie means tux, white tie means tux with tails (more formal than black tie). If it just says formal - then wear a suit.
