Only mess with this if you have something to take it's place.

Start. Settings. Control Panel. Security Center.
Do not log on to the Internet without at least a working firewall.

Ok Go to control panel and select Administrative tools.
then click on Services. Ul get a list of services in a new box.
Select "Security Centre" Right click and click stop. Then Right click, select properties, Make startup type "disabled".
Viola u would have disabled the irritating Baloon forever.

Click on your start menu, go to setting then to control panel click on control panel and once it opens up look for security center, once you find it click it, when it opens you will see all you are looking for, you can start and disable your firewall updates and virus protection, if you look to the upper left you will see a link that says change the way security center alerts me, there you can turn it all off. good luck

when the little sheild comes up next to your clock click on it and click change the way securety center alerts me then uncheck the 3 boxes
