It would definately be the tortoise. I recently went to Hammerton Zoo. They have quite a few tortoise and I was really surprised to see that they can actually RUN!!!! And when I say RUN I mean RUN!!!!!! They are really speedy when they want to be and can be quite agressive too. Throw in an apple core and you've got reptile war on your hands.... lucky they've already got their bomb shelters with them eh! (ps.. yes tortoises are reptiles!... turtles are amphibians.)

the tortoise because it has 4 legs and a snail only has 1 so the tortoise is 4 times faster

Depends what they're driving.
Its difficult to judge based on finances only. Both snails and tortoises have a good deal of disposable cash due to owning their homes outright. Tortoises are less likely to shell out though, they tend to keep the bulk in reserve, so I'd say the snail.

If it was in my garden, the tortoise - because the snail would stop in mid race to eat even MORE of my plants!

the stride of the slowwww moving tortoise is by far longer than the slithering movement of the snail thus, making the tortoise the Rickie racer of this competition.
