In one sense, 38, because the first two were simply called "The NFL-AFL Championship Game." However, when the next one was held, they called it "Super Bowl III," implying that the first two were also "Super Bowls." Officially, the NFL called the last one "Super Bowl XL (40)."
Incidentally, the first four were NOT the NFL championship game, because they matched the NFL champion against the AFL champion. In 1970 the two leagues merged into what we know today as the NFL.
