Hohoho :)
The best is a wish list. You can ask them to choose 5 possible gifts of value under 5$ and 5 possible gifts of value under 20$.
Then the participants can choose what they will give from these wish list.

Check the famous 'White Elephant Gift Exchange Game':

Ask some general type questions....for instance:
What is your favorite color?
What type of music do you listen to?
What do you collect?
Do you have a hobby?
What type of movies do you like?
Who's your favorite cartoon character?
Whats your favorite food/candy?

It helps give you an idea of what they might like.
We are doing it here at work with those same questions.

Patience (below) is right: Do you have any allergies?

Why not ask the participants to put up a wish list (within the budget) instead?

Don't forget, do you have any allergies?? I was given candy for a gift exchange, and I'm allergic to nuts. What a waste.
