I am very well versed in the world of Real Estate in Massachusetts, right now I am not in the financial state to pay for the exam so I thought I would get an administrative position in a Real Estate Firm and move up from there. Why is that not good enough for these companies? How can I get experience if no one will even call for an interview?

Don't expect to try and change the world when it's easier for you to change your expectation. You could do that if you're a big shot in future. Get the certification if you're really interested in carving a career in real estate.
