Lots of things--- Lunch and/or roller bladding/skating, rock climbing, go carts, fishing off a boat, amuzement park, hiking, bowling, movie, minature golf, frisbee in the park, football game, concert (I took my 15 year old niece to see Ashley Simpson-- although I hated it, she loved it). What does she like (maybe ask her mother/father)? What can you afford? If all else fails, ask her what she wants to do but make sure you make it clear upfront that it has to be "within reason" and if it is not she can't be upset that you have said no. Most of the time they are just happy to be spending time with you. Have fun & enjoy!!

If she's not very girl you two can do stuff like rock climbing at the mall (you know which one I am talking about right?) Well if you like to you can also go to the arcades! I love the arcades. You two can do so many things but it does take some money sad to say if you wanna have a GREAT time.

The beach. The movies. Majic Mountain. Disneyland. Universal Studios. Maybe take her to an indoor paint ball place or skate park if shes into that.

I think the funnest thing i ever did ( i was a horse loving tomboy) for a birthday was going to a B&B ranch and horse back riding all weekend.
My mom took me and a friend and we got to ride horses and muck stalls and swim and run i the woods and stuff for two days.
It was great.
Maybe something like that?

Take her to a salon and get manicures and pedicures if she wants. (Maybe it'll inspire her to be girly...)
Otherwise - what about those rock-climbing wall places? Go-karts? An arcade? Heck, even just going to the mall.
