There are many characters from tv, books, and movies which are not scary and make popular and cute costumes. Try some of the movie heros, you can buy or make the costume; and if you are within a budget, you can try colored paper and other tools to make wings for angels or insects, for example.

My favorite when I was a kid -- my mom dressed me up as a hobo in some of my dad's ratty clothes, with a pillow for a gut, and put charcoal dust on my face for beard stubble. No one even knew I was a girl! I was about 8, which would put this as having been about 1972. But hoboes never go out of style, do they?

A boy can be a pirate, or spider man, super man.
A girl can be a witch (not necessarily a scary one. Could be the good witch from the Wizard of OZ) a fairy, a princess.
Both could be doctors, fireman/woman. Policeman/woman or a soldier, or a ghost.

My son is 12 and going to be a hippy. There are some cool ideas like a Tigers Player, Hobo, bum, dress up like a girl, I saw that last year and it was hilarious! Good luck.

Tell you what either you dress up the kid with a good Halloween costume or crossdress it. Either way it will scare the neighbors.

An outdated pop reference. Like the chochie or the fonz. just pick your favorite tv show and dress your kid up like your favorite charater. Litte kid fonzie would probably go over well.
