How about dead prom queen? Non-fetish-style nurse? Mermaid with a little more covered than just a shell bra? Traditional leotard black cat costume is always a good fall-back, as is the corsetted Salam-style witch.

those pirate costumes for woman are very SEXY without the slutty look! also if you got the body for it go as Supergirl or Wonder Woman--I see Target has costumes online for both!
Also a female construction worker is a possiblity!

Go as a bum. Tear your clothes apart to show that sexy skin of yours, roll around in the dirt, don't shower for a day or 2 to give you that dirty sexy chic look, also it'll give you that funky smell to you. Everybody won't take your eyes off you.

well, have you seen fergie's video, Fergilicious? In it they wear a girls scout uniform but it is a belly shirt, and u can wear a short skirt with knee high socks.
