Have you tried volunteering to go with her? Not just to the doc, but actually in the exam room for the pelvic/pap/whatnot? If she's been sexually abused, she may be fearful of being left alone with someone who will be touching her genitals.

That poor young girl. Try explaining the importance of getting a pap. Take her to a woman gyne and make sure you go with her for support. Let her know you are there for her 100%. If she doesn't want you to come along, maybe convince a good girl friend of hers to tag along with her. Tell her there's nothing to worry about and if she's never had one done before be honest about what it's going to be like for her. Good luck

Also take her to a woman gynocologist. It will make things easier for her.
