Sure, lots of them. There have been some very smart polymath types, and there have been some very egocentric types bent on dominating the world. Fortunately for us, they have rarely been combined in one person. Ghengis Khan, Alexander, Napoleon...
Perhaps the best example I can think of is Francisco Pizarro, the conquistador of Peru. He and his small band (a couple hundred men) conquered the world's largest empire in a few months. This, despite jungle diseases, the overwhelmingly hot climate (they were wearing armor, too!) and the poisoned darts of their enemies. He was truly a (military) genius and had the monomaniacal drive to succeed.
Perhaps he understood that, if the gradual approach was tried, it would fail; and, having been warned, the Incas would unite to effectively drive back subsequent European settlement attempts in South America.
Then the Inca empire would have become the center of an expanding Native American coalition of many more tribes than they had originally been. The Incas actually had the wheel, though in their mountainous terrain, they found little use for it. But if they learned Spanish and then gained a system of rapid communications such as a semaphore telegraph (which would have been unusable with their original language, as it was pictographic instead of alphabetic), they would eventually have warned all the other native peoples of the Americas of the European invaders.
If only the Incas had had someone like Geronimo, or Crazy Horse to lead them into battle... Pizarro might not have succeeded, and the past few hundred years would have been different.
So, yes, I think that Francisco Pizarro was very like Dr. Doom, right down to the armor.

No, if there was then mankind would be entering a new age of technological enlightenment.
Not to mention world peace and prosperity.
Einstien and da vinci were no more than gnats.
The smartest actual human?
You might as well compare the smartest gnat. Humanity has not produced anyone as brilliant and strong-willed with such great integrity as Dr.Doom.
I suggest you read the graphic novel Books of Doom.
Doom's intelligence was such that he became consious in the womb- had memories and thoughts that he remembers. He outsmarted the devil to free his mother's soul, saved reed's wife when he was not smart enough to, and did in fact conquer the world and give it fair and just rule (creating a utopian society).
Doom has no equal in fantasy or reality. That is probably also because he Is a fictional character.

No. If there were he would be ruling the world by now with no Super Herp types to stop him. There are people who are really smart, and even people who are really smart in more than one discipline and have big Egos. In those cases though, there is no craving to rule over all, maybe just rule over all their scientific rivals.

Doom's brilliance is outmatched only by his ego- which is why time & time again, Reed Richards outsmarts him.

I would think that Davinci would be the closest to it!
Able to conceive of things that others can't dream of!!
Thankfully his DaVinci was not thinking of global conquest!
Oh yeah!---both were/are GREAT painters!!
