Are you referring only to the United States, or to other nations around the world? Furthermore, if you are including other nations in your answer, are you including other heads of state, such as Prime Ministers? Only if you include this much broader definition will I be able to answer something other than "None of the Above". Under this expanded definition, I'd have to go with Prime Minister Tony Blair of the United Kingdom.
