Where can I get acell phone for free without having to participate in anything or having to get a plan?

I do not want to have to waste any money at all, just where can I get one.

You probably can't get a free phone without getting a plan. You can try prepaid, I have a prepaid TMobile and I love it, I only get charged for minutes that I use. You can get a nice Nokia phone kit for like $40 at Walmart or Target.
