Your fiance needs the legal capacity to marrige from the embassy. You need 1. Birth Certificate 2. Baranguay clearance
3. NBI . There is also a 10 day mandatory waiting period for the marrige to be valid and the marrige certificate is good for 6 months from date of issue. You'll also need to register your marrige licence with both the US and Philippine Embassys if you ever plan on leaving the country to apply for US Citizenship.

Your question is Not clear. But I am answering. 1. You will have to contact a marriage Registrar, for the Registration of your Marriage. Such Registrars sit in the premises of any court. The Marriage Registrar will solemnize your marriage and issue you Marriage Certificate, which is valid all over the World . The Marriage Certificate will be available to you after one month of solemnizing the marriage. 2. For the Registry of the marriage, the bride and the groom will have to go to the Marriage Registrar along with at least TWO witnesses. They will also have to produce 1) Residence Proof, 2) Birth Certificate, 3) Voter ID Card and 4) Qualification Certificate.
