COBOL is the oldest high level language still actively in use. Although you can still find Fortran in a limited use base.

There were organizations in the 1950s...one in the US (Dept of Defense), one in Europe, IBM and so on. So, you'll have to refine your criteria.

While "C" is fine, it's 4GL and not 3GL...3GL is where you hit "higher level", but not necessarily object oriented programming languages.

Again, it depends on your criteria. If you think only PC based programming languages are "high level", then you need to go down to Basic. (Of course, I'll laugh at you behind your back and call you a "whipper snapper", but that's what we old IT people do to people who think "computers" only started at the PC level.)
