Is it true that if the American people want to change (decrease) term limits for Congress, that it would take a change in the Constitution on which the Congress themselves would have to vote? So, we would have to get a politician's permission to get rid of a politician???

I'm not sure about the amendment to the Constitution part but yes, politicians would essentially be voting themselves out of office if a term limit statute were passed. That's why it'll never happen.
The only way to get them to leave office is to diminish the reasons they stay there. That means for starters, eliminate PACs and lobbyists. Then take away all earmarks - that is pork that the politician brings to his home district so that he'll be re-elected. And we are in dire need of a viable, national third party to put some real competition back in the process. And political ads that do nothing but sling mud at an opponent need to be outlawed.
