Yes, of course they can, although the deceleration in water is much more acute than it would be in dry air because water is some 700 times denser than air. There's a good discussion in a New Scientist article that you'll find in the link given below.

OF COURSE THEY CAN. ever dropped a penny in a fountain? notice how the penny still sinks, EVEN UNDERWATER? bullets are the same as ANYTHING else - they'll move through water, but they'll be slowed by the resistance.
if you were in a swimming pool, and you went under the surface of the water, and somebody shot at you, it would probably still kill you.
"can a gun FIRE underwater" is a completely different, and slightly more intelligent question.

I seen a mythbusters special were they tried to shoot into the water and couldn't penetrate "Buster" under 3 feet of it. It seems the velocity of the bullets is so greatly reduced when hitting the water that they dont have any stopping/killing power left in them. Some of them were shrapnel when they 'hit' the water. The answer is yes, but with not enough power to do much.

yes why not. the energy of the bullet is given by the gun and not the medium. only the distance traveled by the bullet will decrease compared to when it is in air. this is due to high viscosity of water compared to air.

Yes,but not as much velocity as in the open air. And yes, they can still kill you underwater too,providing you're close to the surface when the weapon was fired.
