What school wants to admit that they "have a gang problem"? So they will ignore or downplay many incidents.

Also, the parents of some gang members can be myopic and insist their children are angels. They also tend to possess the "victim mentality" and bash the schools for picking on their darling children. Schools avoid confrontations like this. It is easier to put the onus of proving wrongdoing on the victim.

I believe that schools don't support gangs but same cases, maybe.

Not any school I've ever known of. Virtually every school I know has a "zero tolerance" policy for gangs or violence or drugs or alcohol of any sort.
