No. Raiders are in the AFC West and Giants in the NFC East.
Considering the Raiders are not the SB caliber team they used to be, they really shouldn't be on the playing level of the NFL; rather, they play at a HS football level.

no the sanfransissico giants are a baseball team, and the oakland panty raiders are a football team ( in theory, at least )
They are both in the same bay area in central / northern california, however.....
