Numbers don't lie, specially the ones provided by the FBI, DOJ and Census that show blacks making up 13% of the population, yet being responsible for about 50% of crime. Now it is obvious to me that social programs are really not working. Too many take advantage of it, and this creates economical problems that lead people into crime. So I will write my congressman with suggestions as part of my solution to all this, though I would like to know from you what the problems in social programs are and how they can be fixed to provide a better chance to these people.

End the welfare state. If they don't work, they don't eat. Enforce racial profiling through the police to reduce crime amongst those who wont work, and give stiffer prison sentences and harsher prison conditions to save money and deter crime. End the government housing projects as well, give more money to the hard working population and therefore create more jobs.

I personally think charity begins at home and in the local community and local churches, etc. Government should not be the provider for people's needs. That adds to the problems, it doesn't help the people's problems!

Start a small business, actively try to hire folks who are classified as 'poor', pay them a living wage, provide health care benefits, treat them with respect.

Try to get your congressman to enact stronger legislation to give you, the small business owner, tax breaks so you can do this.

Social programs exist to ensure the smooth and progressive functioning of society.

The "my tax dollars" hysteria often sets a climate that makes programs totally ineffective.

Tax revenue is going to go somewhere, whether it be in the pockets of elected officials or to the hands of people who are genuinely in need of assistance.

Less than 1/10th of 1% of tax revenues actually go to the needy.

And btw, you have manipulated statistics to justify your bigoted and hateful point of view. White collar crime is very prevalent in America but people that commit these crimes often have the money to pay for freedom, which means hiring a lawyer to keep them out of jail. Also, whites commit more rapes on women of color than black men commit on white women.

You have chosen a topic that is almost totally subjective, as, it says in the Holy Bible (KJ, NIV) we will always have the poor to
live with.
The best way I know of helping the poor and disadvantaged
is to provide them with adequate educational opportunities,
including trade schools and ways to transform on the job training into skills and abilities that will stay with them, forever.

This statement is slightly idealistic, but doable.
Any ethinic group that cries racial bigotry or whitey is holding me back, isn't really a true statement.
The real truth is all those who cry discrimination are really saying they want all the material trappings that success brings with it handed down to them, free of responsibilities and hard work.

There is no program guaranteeing everyone success in their
respective pursuits in any career or occupation.
There are many rough patches on the road of life.
The real challenge then becomes how well any of us handle
adversities and hardships when encountering these rough patches.
Easy to say, harder to cope with, as there are many countries in the world, who have no running water (potable or waste type)
no sanitation facilities, not enough hot nutritious food, served to them on a daily basis, severe need for all medical services and suppies of anti-biotics, etc.

The UN tries to help through UNESCO and other world aid type
of programs, but there are many in need, and the social problems just compound themselves, its a very sad commentary.

America has continually sent aid in money and living supplies
for years, and get no credit for it, except for cynicism and criticism advanced by other nations who are jealous of our
successes in all technologies, and the quality of life that the
USA has achieved.
All those who deride the USA, should move out, if they are living in this country, the greatest on earth.
America, love it or leave it, is the credo I believe in!

There was a tribute about the largesse and helpful attributes
about the USA, given by Gordon Sinclair, a Canadian disc jockey,
several years back, this article should be re-circulated for all
to read and review.

If you want numbers the Hispanics number 29% of all those
who are incarcerated in US prisons, for the commission of
major felonies i.e., drug running, murders, high jackings, kidnaping, border patrol penetration or illegal immigration to
US shores. There are others, too.

I agree, the number of African-Americans is about 13% of the total US population, but, how hard to they really try to become successful in any of their career endeavors, with out saying I don't want to flip burgers at McDonalds for my career, for minimum wage scales.
These kinds of opinions everyone shares, no one wants to start at the bottom of the career ladder, too many rungs to climb.

There will always be those who take advantage of any social
program, as America is a free and open society, and is no better or worse than those the system serves, and we must understand that in substantive measures the social system helps more then it hinders.

There is no one idea answer to your question as its too complex
to fix entirely, unless you want to get into social engineering,
and then you will be opening yourself up for many critics to
throw darts into your premise, what ever that may be.

let the rich black people like J.Jackson give to there own people first for he has been shaking down all the white business for years and hardly given any of his money to the poor blacks....if you decide to contribute money i bet the poor people will never receive it just look at the people in New Orlines every one received it weather you need it or not and the poor hardly got anything.

I believe the government makes it too easy for anyone to receive welfare, medicare, etc. Not enough investigation is done. Agencies need to hire personal to provide this function and millions would be save on fraud and laziness!
