Yes, in fact the last three winners have been underclassmen -- Reggie Bush (USC), Matt Leinart (USC) and Jason White (Oklahoma). Doc Blanchard of Army was the first underclassman to win in 1945. Other notable underclassmen winners were Desmond Howard, Barry Sanders, Herschel Walker, and Roger Staubach.
No freshman or sophmore has ever won the Heisman Trophy.

Yes, every so often. Matt Leinart won it as a junior. And Archie Griffin won it twice - he's the only person to have ever done that.
