Halloween is always on October 31st. As for trick-or-treating in communties, they all celebrate on whatever day is best for that community - but Halloween 'officially' is on the 31st of October, followed by All Saints Day on November 1st.

Halloween is the night of October 31st. Check any calendar. It's been that day as long as I can remember. I think the night before (Oct. 30th) is sometimes referred to as Mischief Night the night after (Nov. 1) is called All Saint's Night.
