i have blue eyes/ dark blonde hair. i only wear black eyeline, really thin on top and on the inside of the bottom eye. i like using smokey grey/blues, and purple REALLY makes my eyes pop. if your skin-tone can take it, go with some golds too.

you might want to stay away from white or creamy eye shadows if you want to use the black eyeliner. There is too much contrast. if you want to use those colors, stick to a brown eyeliner. make a very thin line on top and be sure to at least incorporate a brown color in the eye crease, if not on the entire bottom lid. almay makes a compact of eye shadows for people with blue eyes only, they make an eyeliner as well. in the compact the shades don't look so great, but i have seen it on my friend with the same stats as you, and it looked amazing. i actually complimented her and told her her eyes look so bright! she told me what she used, and i bought the kind for brown eyes. even though its not what i normally wore, i was really happy with the results.

You are too fair to wear the black eyeliner. You will look goth or cheap if you try. Your best bet would be a dark blue eyeliner which would compliment your eye color and also goes well with your white and creamy eyeshadows.

Line the top and when you line the bottom, go from the outside of your eye to the center of your pupil. Also if the black LINER is too dark, find a really thin makeup brush, and use a dark eye shadow and line your eyes that way, it's easier to make a thinner line! Have you tried a dark blue liner, that usually makes blue eyes POP!

I would put on a shimmery sand or gold eyeshadow something neutral and then line your top/bottom or both lashes with a blue or brown eyeliner. Make sure to smudge it. That will make your eyes stand out but not be too dramatic. When you do alot with your eyes, don't put on a deep colored lip color. A pale pink lip gloss or lipstick would be very pretty.

I have blonde hair/blue eyes and a fair complexion. I use a light brown shadow (Estee Lauder color Fog, which they no longer make, but they do have similar shades) with a brown eyeliner (Estee Lauder eye writer brown) with black mascara. For more dress occasions I use a dark plum color shadow, and I use a bit of black liners, which I smudge to look more natural. I also use a neutral pink blush, and changes my lipstick to match my mood.
If you are worried about a black liner looking too made up or too heavy, try a charcole liner or a grey liner and smudge it to make a softer look.

Mix the brown eyeliner with blue/black on the cake and put it on your top eyelid. Use a bit of dark blue next to white eyeshadow in the crease, then go over all with your primary eyeshadow shade to smudge it.
Also use pinks and roses in your eyeshadow pallette.
You're correct, black eyeliner or mascara is too dark for you.

Yeah, I'd stay away from black eyeliners. Try a deep blue, or even a purple. Go to the department store counters and have them do your eyes for you. Pay attention to the color schemes they use, so that if you don't want to buy the more expensive department store products you can go to the drugstore makeups afterwards and find the same colors.

The best colors for you are copper and with and a touch of light blue you can even and a little white just blend them all together on your eyes you can test it on your hand before putting it on you eyes to see if you like it and they will look good. No black eye liner is not to dark just don't over do it
