the answer is surprisingly simple. just ensure that every child born will have a guaranteed education, and a healthy childhood.
most families have more children coz they fear that their children will not grow into being adults. so if u can give every1 basic healthcare and education, u have a population under control.

Don't worry, its under control. How about, there is a lot of polar ice caps melting and some gay people are being allowed to marry..that should stop the growth
