why is it when you go to a restaurant in sicily you have to pay extra money?

i know someone who went to a restaurant in sicily and was charged a extra 2.00. is this all of italy, or just sicily.

i lived in italy 6 years while i was in the navy . its simple the tip is added to the bill. most of europe is that way

they should of explain that..it includes Tax and Tip...most of European Country's do this
