The politically correct answer is: From Native American culture - no, snakes cannot take the Human form - but Humans can take any animal/reptile form. It's called shape shifting and what is so eerie about it?

According to Native American legend, the medicine men and sorcerer can do this and have for many years since their beginings but these legends aren't limited to Native Americans. The Aborigines of Australia have been doing this and is still using this technique to confuse and alter reality of people they encounter. The ancient priest of Egypt have been known to do this and also many other cultures,so its not limited to the ORGINAL PEOPLES of the Americas..Man! Some people think they are Red in origin only to scream it out when its the futherese thing from the truth..They have a false pride and the Native Americans hate...the Indian Wantabees. But no to answer your question I think most all cultures have shapeshifters and there are many that are never mentioned in movies and such.I have known people that claim to be shapeshifters..but never experienced the change..I would be up for that ..it would be a fun thing to do ...but for actuall proof..its like UFOs and Bigfoot ,and Loch Ness..Its its true then one day it will be proven without a doupt..Right now as much as I would like to say its been proven...I would have to say no...

Angels can! they are very powerful spirit persons. In Genesis 6:
and Jude 6 it tells how they made human bodies and were very good looking and took wives for themselves any they chose.
Satan a powerful spirit person turned into a snake and talked to Eve. Saying, in a trick, because he was pretending to be a snake. So it was like a comtume at holloween. Said, "did god say you can't eat the fruit of the tree of knowledge of good and bad?" She replied , "Yes, if we eat from that tree we will die>"
The serpent said, "You won't really die your eyes will be opened knowing good and bad for yourself. Look at me a lowly snake and now I am talking after eating the fruit. Just think what it will do for you." she left and kept thinking about it and came back and finally ate it. It was just two tempting. Then she thought I am going to get in trouble unless this guy goes along with me.
So she talked Adam into it. No telling what she did to get him to do it.

Absolute nonsense & rubbish.
Tales are just Tales. In this modern scientific age.
Only a very silly & immature minded individual can ask such kind of questions.

We all see in our daily life people change themselves in snakes and if they need your help they become human.
If you have a strong evidence than it is true, do not care what others say.

The Naga are a classic literary reference. I've seen the writings in more than one culture. Snakes were/are supposedly the 'first' peoples. One instance in Christianity is the snake that tempted Eve....the snake was there before Adam & Eve.(notice the negative spin on that one). I for one, try to never bad mouth anothers beliefs. It could be true, who are we to say?

There are many theories out there and they are all confusing. But I say this if they could create an human then they would also have the same vulnerabilities as humans, which we all know that they don't. So I say that they are illusions. That make us think that we are seeing humans........

Many of these stories cannot be taken literally. They convey some messages for the good conduct of the people.
