It's CB radio talk for "OK, message received.."

Police officers use the radio to give each other information. Somebody with a CB or short-wave can pick up the signal and listen to what they said. So, in the old days, the police would say "We have a robbery at 6th and Pine" and the robbers might know the police are onto them, and flee the scene.

So, the police went to "10 codes." The codes are 10-1 to 10-99 if not higher. The 10 tells you to actively listen, and then the next number is the message.

10-4 just means "acknowledged."

10-4 is from the old police radio ops. called the ten signals.
they started at 10-1 up to 10-20 (Or higher) Each ten signal had a specific meaning,ie. What is your 10-20 ? Means Where are you ?. 10-4 means "I hear you." etc. etc.

10-4 means roger, understood. It is part of the civilan 10 series code for CB radio. When you were required to know how to use a radio and had to take a test. If you passed you were given call letters to use.

The ten code system was begun by police to encode information sent back and forth via two-way radio. The system begins with 10-1 and goes up from there. Security guards often use the same system.

There is not just one set of ten codes, however. Just like with languages, codes have developed their own "dialects." Some agencies add their own ten codes for things which they deem important.

Did you know there are ten codes for such things as satanic rituals, public nudity, domestic abuse, public drunk, "I am stopping for lunch," etc.?
