Surely its the governor. But i suspect the clip inside the gear box as well.

Govenor controls upshift and WOT downshift. notwithstanding if the governor become broken, you are able to nevertheless have first kit. Is the fluid burnt smelling? in all risk a take carry of %. failure, or broken sprag in tranny. TH400s are sturdy trannys. How the hell did you kill this one? Time for a rebuild.
