Found this in a quick google search. It is a link to the Restaurant Association of Maryland's web site which will show you the various licensing agencies you need to work with. This is a valuable resource. No offense but if you can't find stuff like this online on your own (it took me all of 40 seconds) you may want to look into some classes at your local community college before taking the plunge. A restaurant/bar startup requires a lot of research.

This is my job. First contact your city offices and/or county health department. There are always state, county, and city guidelines/requirements. They will need to make inspections to be sure your equipment/facility is up to code and current with laws and of course there are always fees to pay. Yearly license, possible inspection fees, etc.
