I have taken it once and I scored 550v, 640q, and a 6 on the writing sample. I wonder do I need to take it again to be competetive for entry into PhD programs in Communication, and if I do what are the chances I would do significantly better?

Yes, you should.

Focus on improving your verbal score. Communications programs will not look too closely at your quantitative score.

Only top candidates get fellowships and assistantships, and those candidates usually score in the 700s.

I've heard good things about the Barron's prep guide. Princeton Review and Kaplan also publish GRE prep books.

I suspect that the people getting into top PhD programs in communications have verbal scores in the 700s. One thing you have going for you is that your writing sample score is high. If you have a high GPA, you should be able to get into some PhD program -- but will get into a better one with a higher verbal score.

You may want to consider a course like Kaplan's. I hear that they are able to bring scores up.

It depends completely on which school you wish to apply to. Check their admission requirements, they are very easy to find. Your scores are very average for a GRE, so maybe you need to take it again.
