It's called Estuary English and it's plain laziness & poor education.
People don't believe I come from Essex as I actually pronounce my Hs and Ts.

It's call T H Fronting and is not confined to the south its prevalent in cities, Manchester, Birmingham, Newcastle etc. It's a change in pronunciation that is becoming widespread and, to my regret, accepted it's even heard on radio 4.
I dislike it because it sounds sloppy and affected but them I'm a pedant. I suspect it's here to stay and I suppose I'll come to like it.

I know some people who says 'vere' and 'vat', along with fink and wiv. I think it's just laziness on their part. They can't be bothered to form the 'th' sound by putting veir tongue behind veir front teef.

My husband does that - he's an Andover man through and through. You should hear him sing "Elderly Woman Behind the Counter in a Small Town" by Pearl Jam...
"Hearts and farts (thoughts) they fade...fade away..."
He's so funny :)
